House; Odin - My reasoning behind this decision is this: originally it was a tie between Odin and Sigyn. It is clear that Romana is willing to go the distance and beyond for her people and her home planet, which would be ideal to place her in Sigyn's house. However, her intelligence is one of her greatest strengths and it is this intelligence that has gotten her through the countless amounts of crazy that is both the television series and the audios. It's also an in-series joke that in her first incarnation she had bragged about graduating with a Triple First and held that over the Doctor's head. Also, her having ice powers would tie to her old nickname in school which would be terribly hilarious.

Personality; During her days in the Academy, Romana kept to herself. She had no friends. Because she was too concerned with her studies the other students took it as her beleiving herself to be held in regard above them, to think less of her fellow students. And because of it she found herself earning the nickname of 'Ice Queen' and was a target for ridicule. Instead of giving into the taunting and teasing of her fellow classmates the young girl spent her years burying her nose in books, ears attentive to the lectures of her tutors and eyes focused on her future. The only one she found herself to actually care about what they thought of her was one of her teachers, Tutor Braxiatel. His opinion was the one she had the most respect for. Otherwise, she did not give a damn about what was said about her behind her back - Romana knew that giving in to such childish behavior would only hold her back. Nothing could keep her from accomplishing her one goal in the Academy: to graduate with the very best grades possible in order to prove herself to everyone around her.
That competitive nature continued through-out her mission with the Doctor shortly after her graduation. Tolerating his bohemian attitude she felt superior to the older Time Lord. Again she had to prove herself to another just to get the respect she deserved. It was not until her first regeneration did she begin to take a lighter viewpoint in life. Perhaps the Doctor's own ways rubbed off on her just a bit, but with the same wit and clever tongue Romana started to take the universe's little quirks in stride. Instead of resorting to books for guidance she asked questions. She would follow the Doctor and listen to his advice. Not always heeding it, but still she would at least hear him out. Always eager and always ready to run the life of traveling became one that she never wanted to let go of. And to have both of her hearts broken when the mentor she had grown so fond of was going to be bringing her back home to Gallifrey, she could not help but feel a little betrayed. In this she was being childish but to go back to being kept in buildings when the whole universe was just waiting to be explored was simply cruel in her mind. This naivety, however, was one that would fade from this woman's personality in time.
Between her time remaining in E-Space and taking up the role of Lady President of Gallifrey, Romana grew up. Rescuing the Thrall and once again getting tangled up with the vampires will do that. Those times spent traveling without a care in the worlds was a thing of the past. And that life was further buried in the deepest parts of her mind when the disaster of Etra Prime came. During those twenty years spent in captivity with the Daleks holding her prisoner, something inside of her died. Every day she lived out in the cell, every hour she was forced to work for those terrible creatures, having to watch innocent lives crumble and fade, that young woman of life was crushed beneath the weight of reality. Even her name was taken from her. The high pitched mechanical voices constantly addressing her as Unit 117 would be something that, to this day, still spark a flame of fury if anyone were to ever call her that to her face.
Romana had endured the hardships of Dalek torture only to return to the ridicule of her fellow Time Lords within the Council. They questioned her methods, argued her sentiments and downright insulted her to her face. But it was like the days of the Academy all over again: she didn't care. She refused to give into their words and held her head high. Whenever she doubted or questioned herself she would hide it with a smile and a clever word or seven. Very few people knew the real Romanadvoratrelundar, fewer still becoming close enough for her to call them a 'friend'. Friendship was a luxury when it came to a world of corrupted politics. And yet she still managed to find one in Leela, and allies in both Braxiatel and, albeit a shaky one at first, with Narvin.
But she was the one who, in the end, would make the decisions that needed to be done but everyone else was too scared or weak to follow through with. Romana, used to being scorned by others, could take being hated. Being despised and glared at. She could ignore their words and keep going in her path of a better world for her people. All she wanted was what was best for her home, her race. Even if everyone despised her, she would make the decisions that were needed when no one else could. They weren't always right, but still, it had to be. She was the one who had to make the decision of abandoning Gallifrey when the plans of Free Time with their Dogma Virus had succeeded. With the help of her companions there was a small, sliver of a silver lining to be found. All of her energy and determination is focused on finding a cure for the virus, just as she always had with every other problem she's ever come across before.
Her will and determination continues to be put through the ringer, especially after abandoning her Gallifrey to seek the cure (or another home) through the Axis. Each alternate universe tests just how far she is willing to go for her goal. And by the end of it all, Romana finds herself left on a Gallifrey that has not even begun to study time travel. On a Gallifrey where another her had been ruthless, cruel, and assassinated. And she lost both K9 and Braxiatel along the way, Leela leaving her because of the strain and stress the journey had put on her and their friendship. The only one that remained then had been Narvin, the only one Romana had that she could rely on and trust in a Gallifrey that is not her own.
Everything she has done has been for Gallifrey. Her determination, her dedication, her hearts, it has all been for Gallifrey. And just when she had come so close to finally getting the new Gallifrey she had found on the right track, it was all promptly ripped away from her again by the Daleks. She may have had the patience of a saint before, but in this case, it had been the final straw for her. The old Romana that the Daleks knew, the one that had been young and seen Skaro, that had shown mercy to the creatures then was no more. The shadow of the broken woman they held captive was done with it all. She left the Dalek pleading for mercy before killing it with her own hands.
In her desperation to rebuild Gallifrey once more she was willing to break the laws of time by working with a future incarnation of herself to get the job done. All of ehr intelligence and clever ways were devoted to this project. There is nothing she would not do for her people, for Gallifrey. Including trapping herself for eternity in the Matrix with Daleks.
